This shift is making life harder for those— predominantly older people—who stay behind. In addition, for governments, it is costly to maintain infrastructure and services in sparsely populated areas. However, the sudden rise of remote working, triggered by the COVID-19 pandemic, has given many people greater choices regarding the environment in which they live.

Ministerial dialogue 6: FINANCING OF SOCIAL POLICIES IN A NEW DEMOGRAPHIC REALITY
The major economic and demographic changes we are living through fundamentally challenge the financing of social protection and policies. Digitization, machine learning, robotics and artificial intelligence, coupled with ageing, low fertility and migration are causing major demographic shifts. These changes bring anxiety about the future of labour markets, social protection, pensions, health care and other services.
