Purpose of the Consultancy:
The consultant will undertake a review of the existing household surveys and census data to generate additional gender data on key priority issues of gender equality in Armenia, Kyrgyz Republic and Moldova.
This consultancy aims to:
Increase the capacity of national statistical systems to generate new gender indicators and an additional level of data disaggregation through reprocessing of available data in the household/individual surveys and census data;
Improve the ability of national statistical offices to mainstream gender into analysis, and dissemination of high-quality gender-disaggregated data, ultimately enabling accurate monitoring and reporting of SDG 5 indicators.
Task description
Under the supervision of the Regional Programme Specialist on Population and Development and the UN Women Regional Gender Statistics Specialist, the consultant will:
- Map the existing household surveys (LFS, LSMS, DHS, MICS, GGS) and census data to identify existing data gaps on SDG5 indicators and other key priority issues of gender equality and to assess the potential to generate additional gender data, including a new level of data disaggregation
- Develop a set of recommendations for mainstreaming gender into data collection and analysis of selected key household surveys and population census in line with global and regional recommendations and best practices (SDG, UN minimum set of gender indicators, ICPD, BPfA, etc.).
- Develop a set of recommendations on key indicators and analytical tables to be produced using selected household survey and census data in order to generate new data for at least 10 core indicators per each data source.
- Prepare training materials and co-facilitate three days workshop on mainstreaming gender into census analysis. In doing this, align with existing recommendations for various UN and non-UN bodies in the relevant field.
Duration and working schedule:
- Consultant will be expected to work between June 2025 and October 2025.
- The consultant will be engaged on an “as needed” basis for the total number of work days not to exceed 30 during the duration of the contract.

Home-based / Remote technical support and communication with UNFPA EECARO
Supervisory Arrangements:
The Consultant will perform under direct supervision to the Regional Programme Specialist in Population and Development.
Monitoring and Progress Control:
The Regional Programme Specialist in Population and Development will monitor the consultant’s completion of deliverables.
Expected Travel:
Regional Office for Eastern Europe and Central Asia in Istanbul, Turkiye and selected country offices (Armenia, Kyrgyz Republic, and Moldova), as necessary (to be determined at the design phase). All travel-related expenses will be covered separately and in addition to the consultancy fee, following UNFPA Travel Rules.
Qualifications and Experience:
Education:
- Master’s degree or equivalent in gender studies, population studies, social studies, international relations or other related fields
Knowledge and Experience:
- At least 10 years of experience in conducting desk reviews and analytical work in the area of gender data and research, results-based monitoring, or related fields in the area of human rights for international organizations or development agencies;
- Proven experience in developing toolkits, recommendations on data and/or statistics in areas of gender and social norms, gender equality and women empowerment, SGDs, population policies;
- Prior working experience in the EECA region or familiarity with the region is an advantage;
- Extensive knowledge of the mandate areas of UNFPA, UN Women as well as the UN system;
- Excellent drafting/report writing skills, analytical skills, and computer skills;
- Excellent command of written and spoken English. Knowledge of the Russian language will be an advantage.
